Traditional siloed institutions weren't meeting individual needs or supporting self-determination. Adapei 45 dissolved 32 separate establishments into one unified platform with 7 specialised departments: independence, education, employment, sports & culture, care, and caregiver support. Support is now tailored to each person's life goals, with no restrictions based on age or disability type Adapei 45 also acts as a coordinator of community inclusion, partnering with schools, employers, town halls, and local services rather than being the sole provider.

Success Factors and Key Lessons

The practice managed a full organisational involvement across all 730 staff members.  23 training modules were also developed for managers adapting to new roles. New professional profiles were created too— job coaches, project coordinators, prevention nurses — giving staff renewed sense of purpose (vacancies dropped from 90 to 25–30/year). Also, with the single digital file individuals and caregivers have access to all information. Key lesson: transition requires dedicated training support and adapted information systems.

Beneficiaries

People with neurodevelopmental disorders, autism, multiple and mental disabilities (children to elderly), plus their families and caregivers - 1,470 people and 378 families supported annually.

Transferability and Replicability

The practice is highly transferable to organisations of any size. It was formally recognised in France in 2025 with national rollout underway. Adapei 45 shares tools and guidance via ANAP, public guides, and webinars.
