Organisations supporting people with disabilities in vocational training and employment had no shared way of measuring what actually mattered - the real outcomes for the person. FORMEM developed BIRP to fill this gap. The tool collects data across 84 indicators organised into 9 quality-of-life dimensions aligned with the UN CRPD, covering everything from individual choice and social participation to personal aspirations. Rather than focusing on what organisations do (inputs and outputs), BIRP focuses on what changes for the person. It also doubles as a planning and management tool, helping organisations save time, reduce paperwork, and communicate concrete results to stakeholders and policymakers.
Success Factors and Key Lessons
BIRP has been used by over 20 organisations since 2023, building a benchmarking platform with anonymised data covering more than 900 people with disabilities and it has achieved a 0.92 Content Validity Index from an expert panel, making it technically robust and reliable.
Beneficiaries
People with disabilities in vocational training and employment, approximately 5,000 people supported indirectly through 48 affiliated organisations, support professionals and service managers, policymakers and public authorities working on disability policy
Transferability and Replicability
The practice is transferable, while BIRP was developed for employment and vocational training, it can be adapted to other disability support services by simply adjusting specific indicators. The nine core domains stay the same. Any organisation looking to shift towards evidence-based, person-centred support can adopt it, regardless of size or context.
