MODULE II- KEY MESSAGESSocial service providers for persons with disabilities must play an active role in developing high quality and enabling social services systems to ensure that the UN CRPD is implemented. Social Services providers must think and act on how they can provide solutions, rather than hinder access to their human rights for persons with disabilities. The module demonstrates that despite the important disparities between the social services systems in Europe, all countries face issues in terms of teh implementation of ther UN CRPD. This means that stakeholders involved in the disability field must continue to advocate for polictical commitment and support for the implementation of the UN CRPD at all levels, including at European level.

MODULE IV- KEY MESSAGES Service providers strive to deliver high-quality services promoting the full participation and inclusion in society of all persons with disabilities. Support services play a key role in enabling people to enjoy their human rights on an equal basis, beyond disability or any other factor. To this end cooperation and networking in the field of social service provision are necessary. Political reasons: to represent the sector, to stand for transparent and sustainable legal frameworks and to influence society positively for living in the community. Quality reasons: to provide services according to the needs of persons with disabilities and to stand for users’ rights cooperation of different service providers. To improve decision making, control and the quality of services for persons with disabilities organisationsa and need an integrated an integrated system of informaton.

MODULE VI- KEY MESSAGES Social services are subject of an intensive demand for quality and effectiveness. All the European Member States have embarked upon a so-called process of modernisation of their social services. The common challenge in this process is to tackle the tensions between universality, quality and financial sustainability. As results of the modernisation, the social sector is developing into a more open and competitive free market. In a market which is diverse and which has a large variety of services, the service users have an increasing need to know which the best offers are and which organisation assures quality and value for money.

MODULE VIII- KEY MESSAGESWe live in a transformational era that focuses on change and creating value through innovation. This transformational era can be described on teh basis of five characteristics: the person is central, organisations are streamlined, information sytems are performance- based, quality improvement is a continuous process, and participative leadership. This module will help service providers understand the challenges they need to face today and equip them with the knowledge they need to evaluate and execute the necessary prositive transformation in their work in accordance with the quality of life approach to service delivery.
